Keynote load testing customers use deep analysis of historical user behavior to perform comprehensive load tests simulating a range of user behavior and scenarios. In the case of ACA sites they had limited traffic history, but were able to anticipate traffic to the home page using demographic and other forecasting data. However, it appears the government vastly underestimated the number of site visitors leading to many of the problems we’ve been hearing about.
According to Keynote data the “front door” (as opposed to the transactional journey, enrolling and checking out available plans) of HealthCare.gov and many other state-run ACA exchange sites scored fairly well. In aggregate, Keynote saw an average user experience of 3.21 seconds page load time or 97.7% availability. However, getting beyond the homepage is where most problems began for many people.
