Sidley Austin LLP Adds Counselor to Health and Human Services Secretary to its Government Strategies Practice

WASHINGTON--()--Sidley Austin LLP announced today that Dora L. Hughes, M.D., M.P.H., F.A.C.P., will join the firm as senior policy advisor in its Government Strategies group in Washington, D.C. Dr. Hughes, a non-lawyer, joins the Firm from the U.S. Department of Health & Human Services (HHS) where she served in the critical leadership role of Counselor for Science and Public Health to Secretary Kathleen Sebelius during the most significant moments in recent history of health advancement and reform.

Dr. Hughes brings more than a decade of experience in government, public policy and health issues to Sidley. As counselor to Secretary Sebelius, she had an extraordinary range of duties, among them collaborating to develop and advance the health agenda of HHS, including health reform; helping to lead and manage HHS and White house implementation of special initiatives and legislation; acting as a liaison with White House and Congressional staff; and participating in multidisciplinary crisis management teams for unforeseen events such as H1N1. HHS agencies within her purview included the Food and Drug Administration, National Institutes of Health, Centers for Disease Control and Prevention, and the Health Resources and Services Administration. Prior to this role, Dr. Hughes was the Health Policy Advisor to former Senator Barack Obama where she developed and implemented his health policy agenda. Earlier in her career, she served as Deputy Health Staff Director to the Senate Committee on Health, Education, Labor & Pensions and Committee Chair Senator Edward M. Kennedy. She also worked to improve access and quality of care for vulnerable populations at the Commonwealth Fund, a national health foundation in New York City.

Dr. Hughes earned her M.P.H from the Harvard School of Public Health, her M.D. from Vanderbilt University’s School of Medicine and her B.S. from Washington University’s School of Engineering. She completed a residency in internal medicine at Brigham & Women’s Hospital at Harvard. Dr. Hughes is also a Diplomate of the American Board of Internal Medicine.
