“Subscriber evasions almost always involve one of two scenarios,” said David Howe, president of SubscriberWise and credit manager for Massillon Cable TV & Clear Picture in northeast Ohio. “The first situation involves identity theft. Specifically, it's a parental identity theft. It starts when a parent contacts the office with their child's legitimate identity information. However, the date of birth is falsified to create the illusion that the individual is an adult. In virtually every case involving a parental identity theft of a minor child’s information, the adult parent perpetrating the crime has an unpaid account with the same operator in the same service area.”
“Although the parent who commits child identity theft wouldn’t think of going into a grocery store and stealing an item from the shelf, they’ll often never think twice about engaging in a behavior that’s in fact a federal crime and, worse, one that could have implications for the child when they become an adult. The end result is the victimization of both the child and the operator,” stated Howe.
“The second and more common situation involves a prospective subscriber who is intentionally omitting relevant and pertinent facts about today's service request,” continued Howe. “The prospect deliberately offers limited information, including half-truths and deceptions, to avoid paying after a non pay disconnect. In these situations, the family member or acquaintance with the unpaid account continues to occupy the residence with the intent of consuming service once the new account is established.”
