PLANTATION, Fla.--(EON: Enhanced Online News)--e-Builder, the leading cloud-based construction program management solution for capital projects, was the product of choice for IT consulting firm Kristine Fallon Associates (KFA) Inc. to support the Pennsylvania Department of Transportation (PennDOT)’s public-private partnership (P3) Rapid Bridge Replacement Project (RBR). KFA implemented e-Builder Enterprise, e-Builder’s flagship project management software for owners, to manage the replacement of 558 bridges in the short duration of 3 years. e-Builder’s ability to automatically route, log and report progress on the over 30,000 design submittals helped PennDOT manage the risk of late or missing responses.

KFA chose e-Builder Enterprise for speed of implementation. KFA is a member of an AECOM-led team selected to assist PennDOT in managing the $900 million, lightning-paced RBR project. The period from the execution of the AECOM contract until Financial Close, when the P3 development team would begin submitting design review packages, was less than 120 days. KFA needed to perform due diligence; meet with PennDOT IT and other stakeholders; get sign-off; procure the e-Builder platform; define detailed process requirements; and configure key functionality within the system in this short timeframe.
KFA worked with the AECOM P3 management experts to identify special requirements of and risks to the agency in the P3 Agreement that would govern the project. In response to one risk, KFA developed a highly automated e-Builder Design Review process and encoded the correct recipients, review steps and times in each review step for 60 different design submittal types. This system has been highly effective in providing cross-departmental visibility, encouraging exceptional productivity and preventing delay claims against the Department. This review process was cited as one of the reasons that PennDOT’s RBR project received the P3 Gold Award for the Best Transport Project in the Americas in the 2015 Annual P3 Awards.
